United States laws prohibit advertising by tobacco companies. Should developing countries in which cigarette smoking is promoted by the international tobacco companies follow suit—should they also ban tobacco advertising?

This is an opinion and not a question. Each country is a sovereign nation and must decide what policies are best for their citizens. Many countries do not have democracy and one person may decide this for their citizens. The connection between advertising and smoking has relevance. If a sovereign nation determines its citizens are better off not smoking, prohibiting advertising may be a good policy. But this is a policy that each country shall determine.
